MINISTERIAL MOTIONS. - CRIMINAL OFFENCES.

The SECRETARY FOR HOME AFFAIRS stated that in the absence of regular prisons for the detention and punishment of criminals, it was a difficult matter to deal with the habitual criminal class. As the matter was still under consideration, he suggested deferring it to next Session.
