Minister of State at the Department of Health and Children (Mr. Fahey): The Government programme An Action Programme for the Millennium provides that the all-party committee on the Constitution will consider a constitutional amendment to underpin the individual rights of children. However, this committee has not yet been reconstituted: as soon as this occurs, the matter will be referred to it in line with the commitment given in the programme.
