Mr. Callely asked the Minister for Health the number of permanent staff in his Department and each State agency under the aegis of his Department; the number of temporary staff; the number of staff on contract; and if Government staffing-embargo guidelines are adhered to in his Department and each State agency in this regard. Minister for Health (Mr. Noonan, Limerick East): The number of permanent and temporary staff employed in health agencies under the aegis of the Department of Health for which information is collected is included in the table following. The figures relate to 31 December 1995, the latest date for which information is available and verified. The figures do not include other categories of staff (career break part-time, sessional and training). Details in relation to staff on contract are not readily available in the Department as this is a matter for individual health agencies and varies from time to time. The recruitment restrictions in force for health agencies do not constitute an embargo on employment. Each year development funding and posts are agreed with the Department of Finance and an overall ceiling on health service employment agreed. Agencies are then notified of revised financial allocations and employment numbers and are required to maintain employment within those limits. With regard to the Department of Health, the total number of staff, on a whole time equivalent basis, at 31 December 1996 was as follows: Permanent staff, 436.5; Contract staff, 3; Ministerial staff, 14; (Minister Noonan, 4; Minister of State O'Shea, 5, including 2 civilian drivers; Minister of State Currie, 5, including 2 civilian drivers). The Department is complying with Government decisions on the numbers employed in the Civil Service.
