Mr. Sargent asked the Minister for the Environment if he will provide the option of reducing the amount of paper waste produced at election time by producing a copy of the electoral register for each constituency for use by An Post, so that only one leaflet from each candidate is delivered to each household at election time in view of the fact that the electoral register is compiled on a household by household basis. [1404/97] Minister for the Environment (Mr. Howlin) Brendan Howlin Minister for the Environment (Mr. Howlin): Under electoral law, a candidate at a Presidential, Dáil or European election is entitled to send, free of charge for postage, to each person on the register of electors for the constituency, or to any combination of such persons, one postal communication containing matter relating to the election. Under this provision a candidate, if he or she so wishes, can send one communication to each household instead of one to each elector.
