Mr. Yates asked the Minister for Tourism, Transport and Communications the total numbers of chartered flights operating in and out of Ireland in each of the past five years; if he will give a breakdown of these routes and destinations; if he will outline his policy in relation to the level of chartered flights; and the stipulations there are in relation to same in the context of their effect on scheduled services.

6 | Note In addition to the above, there has also been a number of charter operations involving private hire or sole-use type charters which generally involve small light aircraft and which are not significant in terms of overall passenger numbers to and from Ireland. Under current policy, charters are permitted on all routes to/from Ireland whether or not scheduled services exist on these routes. Limits may, however, be imposed on the availability of “seat only” sales on a charter flight. The mingling of Irish originating traffic with foreign originating traffic is permitted as is the mingling of inclusive tour and other charter categories. Tour operators normally have pricing freedom to determine the fares they will charge on charter services. There is, however, a 14 day advance purchase requirement on advance booking charters to/from the US. No such requirement exists for charters to/from Canada for so long as no scheduled services are in place between the two countries.
