Higgins asked the Minister for Finance if he proposes introducing regulations making it mandatory that all public sector posts be advertised; and if he will make a statement on the matter. Minister for Finance (Mr. A. Reynolds) Albert Reynolds Minister for Finance (Mr. A. Reynolds): My direct responsibility for the recruitment of staff in the public sector relates to the Civil Service. Under the terms of the Civil Service Commissioners Act, 1956, the entry of a person to the Civil Service must, with certain exceptions of very limited application, be made as a result of a competition held by the Civil Service Commissioners. All of these competitions are advertised. Posts may also be filled by the transfer or promotion of serving staff. I have no plans to propose amendments to the Act in question.
