Written Answers. - Public Service Pay.

61. Mr. Noonan (Limerick East) asked the Minister for Finance if he will outline (1) the estimated percentage of public expenditure accounted for by public service pay in 1991, (2) the actual percentage in 1986, and (3) the percentage of Government expenditure he believes [586] public service pay should represent; and if he will further outline the Government policy which will be implemented to achieve this target.

Minister for Finance (Mr. A. Reynolds): The Exchequer Pay and Pensions Bill as a percentage of voted noncapital supply services is estimated at 55 per cent for 1991; it was 46.8 per cent in 1986.

While the size of the Bill is a source of concern to the Government it is not possible because of the variety of factors involved to pre-determine the percentage of expenditure the Bill should represent.

The Government will, of course, continue to make every effort to keep it under control.
