237. Mr. Farrelly asked the Minister for Health the amount he has received from the proceeds of the national lottery which he will be allocating to the eight health boards; and if he will make a statement on the matter.

238. Mr. Farrelly asked the Minister for Health when he will allocate funds to the North-Eastern Health Board from the proceeds of the national lottery; if these funds will be made available before the July meeting of the board; the amount involved; and if he will make a statement on the matter.

250. Mr. S. Barrett asked the Minister for Health if he will outline the portion of the figure of £12 million allocated from national lottery funds for 1990 for health and welfare which will be administered by his Department; the way in which it is proposed to spend it; and if he will make a statement on the matter.

Minister for Health (Dr. O'Hanlon): I propose to take Questions Nos. 237, 238 and 250 together.

This year a total of £10.6 million has been allocated to my Department from the national lottery. The funds will be used to provide services for the mentally and physically handicapped, the elderly, child services, AIDS services, psychiatric services and community information services, including funding for the National Social Service Board and National Council for the Elderly. The sum of £3 million was provided to assist with the implementation of the recommendations of the working party report — “The Care of the Elderly — The Years Ahead” and £2 million of these funds was provided for the hospital building programme.

[1156] While funding for national based programmes will continue to be a matter for the Department of Health, funding of local voluntary agencies will be undertaken in future from block allocation of funds which will be issued to the separate health boards. I am currently in the process of discussing with the chief executive officers of the eight health boards the size of the block allocations to be made available to each health board and the guidelines which will be attached to the distribution of these amounts. This process is nearing conclusion and I expect to be in a position to issue the block allocations in a matter of weeks.
