Mr. Nealon: With the permission of the Chair I should like to raise on the Adjournment the proposals by the Minister for Agriculture and Food for the distribution of the 11 million gallons of extra milk quota and the inequities involved for small producers.

Mr. Byrne: I have to keep annoying the Chair but for the fifth time I want to make a request to raise a matter on the Adjournment. I would like to raise on the Adjournment — I have only 15 days in this session in which to do so — the implications for 20,000 Dublin householders who are seeking conversion grant assistance which is available under the Air Pollution Act to areas which are declared smoke controlled zones, such as Crumlin and Drimnagh.

An Ceann Comhairle: I am aware of the Deputy's interest in this important matter and I will communicate with him. He need not elaborate now.

Mrs. Fennell: I seek your permission to raise on the Adjournment the question of the nine month delay in driving tests.

An Ceann Comhairle: I will be in touch with the Deputy concerning that matter.

Mrs. T. Ahearn: With your permission I would like to raise on the Adjournment the matter of the exceptional number of nurses employed in a temporary or parttime capacity in St. Joseph's Hospital, Clonmel.

An Ceann Comhairle: I will communicate with the Deputy.

Mr. McCartan: With your permission I seek to raise on the Adjournment the issue of irregular work practices in the Department of Justice affecting supervisers working in the community services area.

An Ceann Comhairle: I will communicate with the Deputy.

Mrs. Taylor-Quinn: May I ask the Taoiseach if it is the Government's intention in view of remarks recently made by the Minister for Tourism and Transport to exclude the business expansion scheme for tourism purposes?

An Ceann Comhairle: It does not arise now.

Mrs. Taylor-Quinn: It arises as it is a question of legislation.

An Ceann Comhairle: Clearly, it does not arise now.

Mr. O'Shea: I seek your permission to [1218] raise on the Adjournment the need for the Government to deliver on their commitment to decentralise a Government Department to Waterford.

An Ceann Comhairle: I will communicate with the Deputy.

Mrs. Taylor-Quinn: May I ask the Taoiseach if, as he returned from America and flew across the country he noticed the extent of the flooding and, if so, if he would inform some of the other Ministers on the matter?

The Taoiseach: It was pitch dark.

Mrs. Taylor-Quinn: The Cabinet appeared to be in the dark about it.

Mr. Ferris: It was pitch dark, too, when Deputy Kirk was driving through the country.
