Mr. Cosgrave asked the Minister for the Environment if his attention has been drawn to the fact that in Working Paper No. 9 Conservation presented to Dublin County Council at their meeting of 16 December 1988 as part of the review of the County Dublin Development Plan, it was stated that the strategy of the council has been to proceed in the first instance with the Liffey Valley Special Amenity Area Order, to clarify [2230] legal and procedural issues, before embarking on Special Amenity Area Orders for the other areas; and if he will make a statement on the matter. Minister for the Environment (Mr. Flynn) Minister for the Environment (Mr. Flynn) Minister for the Environment (Mr. Flynn): I have no function in the preparation or consideration of any documents by planning authorities as part of their review of a development plan, nor have I any function in relation to the particular strategy chosen by the planning authority in their consideration of such review.
