Dr. O'Connell asked the Minister for the Environment if he is aware of the present level of hazards experienced by blind persons on public footpaths; and the action, if any, he intends to take to eradicate such hazards. Burke): I am aware that the Association for the Blind has been in touch with the Commissioner of the Garda Síochána and with local authorities regarding hazards to blind persons on footpaths. I understand that the commissioner has issued an instruction to all Garda stations on certain aspects of the matter. As to those matters on which local authorities can help.
