20. Mr. Bruton asked the Minister for Foreign Affairs his attitude to the demand for autonomy by the Kurds and if he has made any representations in the matter.

Mr. O'Kennedy: The question of Kurdish autonomy is one which arises in relation to a number of states in the Middle East. It is for each of these states to determine within its own constitutional framework the means by which self-rule may be granted to ethnic communities. I understand that some progress has been made in this regard in recent years. I recognise, of course, that there is a continuing problem as to how far it may ultimately be possible to reconcile the interests and rights of the states concerned with Kurdish aspirations to autonomy.

I do not, however, consider that representations on my part would be appropriate or helpful in resolving the issues which arise.
