Dr. Gibbons asked the Minister for Agriculture and Fisheries if, in future, he will confine the operation of the beef cattle incentive scheme to farmers with 20 cows or less, the first two cows being included, and increase the grants payable under this scheme to help the smaller farmer who has suffered so much loss during the year.
