Elections Bill, 1960—First Stage.

Leave granted to introduce a Bill entitled an Act to make special provisions in relation to the taking of the polls at certain elections.—(Minister for Local Government).

Mr. Norton: Could the Taoiseach say what is the general purpose of this Bill?

The Taoiseach: The Minister for Local Government will answer that.

Minister for Local Government (Mr. Blaney): The purpose of the Bill is to facilitate the holding of the by-election in the Carlow-Kilkenny area together with the local elections on the same day, if it is so thought fit.

Mr. Norton: I thought it would be another referendum Bill.

Mr. Blaney: One never knows.
