The President: I move for leave to introduce a Bill entitled an Act to amend the Constitution by inserting therein an Article making better provision for safeguarding the rights of the people and containing provisions for meeting a prevalence of disorder.

The President: A state of affairs exists in the country which is known to Deputies, and further details of which I propose to lay before the House to-day. In its present state the law is inadequate to deal with the situation. The Bill which I am now asking for leave to introduce contains the Government's proposals for the [25] amendment of the law to deal with the present circumstances. It seems quite beyond dispute that the House ought to give itself the opportunity of seeing what the Government's proposals are. I move therefore, for leave to introduce the Bill.
