An Ceann Comhairle Michael Hayes An Ceann Comhairle: There is a report from the Examiner of Private Bills that in the case of the Auctioneers, Valuers, House and Estate Agents Bill, 1931, referred on the passing of the First Stage thereof in the Dáil, the Standing Orders relative to Private Business are applicable and have been complied with. Mr. Aiken Mr. Aiken Mr. Aiken: Does that mean that it is a Private Bill? An Ceann Comhairle Michael Hayes An Ceann Comhairle: It means it will be treated to a certain extent as a Private Bill. The Standing Orders with regard to advertising and so on having been complied with, a motion for a Second Reading will have to be made in the House. If that motion is carried, a further motion will be put down to refer the Bill to a Joint Committee of the Dáil and Seanad appointed as Private Bill Committees are appointed. A message will be sent to the Seanad acquainting them of that. If the Seanad agree, the Joint Committee will be set up. If they do not, another situation will arise. Mr. Little Mr. Little Mr. Little: It has been printed as if it were a Bill which would pass normally through the two Houses. An Ceann Comhairle Michael Hayes 2148 An Ceann Comhairle: The Bill is really a hybrid Bill. It is a Bill brought in by a Private Member and [2148] referred under Standing Order 52 of the Standing Orders relating to Private Business to the Examiner of Private Bills. He has found that the Standing Orders applicable to Private Bills apply to this particular Bill. It is, therefore, what is known as a hybrid Bill. If that gets a second reading in the House, Committee proceedings will be under Private Bill Standing Orders. An Ceann Comhairle Michael Hayes An Ceann Comhairle: The Moneylenders' Bill was not treated as a Private Bill. It was a Private Member's Bill.
