Dáil Éireann - Volume 38 - 30 April, 1931

Public Business. - Local Elections and Meetings (Postponement) Bill, 1931—First Stage.

Minister for Local Government and Public Health (General Mulcahy): I move for leave to introduce an Act to [542] postpone the triennial elections to certain local authorities which are due to be held next after the passing of this Act and to postpone the elections to certain other local authorities which are required by law to be held within a period expiring within three years after the passing of this Act and to postpone meetings of local authorities required by law to be held during the period commencing on the 23rd day of June, 1932, and ending on the 1st day of July, 1932, and to make provisions consequential on or incidental to such postponements.

Perhaps I should explain that the intention of this Bill is to postpone elections for county councils, urban district councils and town commissioners due to take place this year. It will not apply to county boroughs. The reason for postponement is that the Government will put before the House an outline of changes which it proposes to make in respect of local government as far as it affects county councils particularly. These proposals will be of such a nature that the inconvenience and expense of having elections this year would not be worth it.

Mr. Davin: Could the Minister say what is the particular reason for postponing the elections for urban councils and town commissioners?

General Mulcahy: I can only discuss that when the measure is before the House.

Leave granted.

An Ceann Comhairle: When will the Second Stage be taken?

General Mulcahy: Thursday next.

Mr. O'Kelly: That would hardly give time for consideration of a Bill of this kind. We would want at least a fortnight which is usually given to a Bill of any importance.

General Mulcahy: I am prepared to meet the Deputy as to the date on which the Second Reading will be taken. Perhaps we might let Thursday stand for the present as it may be one or two days before Deputies have copies of the Bill. Otherwise I would suggest Wednesday week.

[543] Ordered: That the Second Stage be taken on Wednesday week.
