Ceisteanna—Questions. Oral Answers. - Saorstát Citizenship—Clarification of Article 3 of Constitution.

Tomás O Maoláin asked the Minister for Justice if it is intended to introduce proposals for legislation to clarify Article 3 of the Constitution of Saorstát Eireann; and, if so, when.

Mr. Fitzgerald-Kenney:—The answer is in the affirmative. I am not in a position to state when a Bill will be introduced.

Mr. Fahy: Perhaps the Minister could inform us in respect of children born since the 6th December, 1922, living in this State, of what State they are now nationals?

Mr. Fitzgerald-Kenney: That is a matter which will have to be dealt with by legislation.

Mr. Fahy: So these children have no nationality at present?

Mr. Fitzgerald-Kenney: If the Deputy reads the Constitution he will see.

Mr. Fahy: I fail to see it and people much more versed in the law than I am—people who know much more about it than I do—fail to see what nationality they are.
