Mr. Davin (for Mr. Anthony) asked the Minister for Finance if he is prepared to sanction the appointment of a Commission of Inquiry into the organisation of the Civil Service, with terms of reference covering inter alia the questions of (a) Salary Scales, (b) Promotions, (c) Conciliation machinery and (d) cost of living bonus.
