Mr. Blythe Mr. Blythe Mr. Blythe: The application of a system of promotion for members of a class common to all departments of the Civil Service requires the working out of machinery by which the persons who are best entitled to be promoted can be selected. A scheme for this purpose, in the case of the writing assistant class, which I hope will be completed at an early date, is at present under consideration. Dáil Éireann 32 Ceisteanna—Questions.
