Public Business. - Increase of Rent and Mortgage Interest (Restrictions) Bill, 1929—First Stage.

Minister for Justice (Mr. Fitzgerald-Kenney): I move for leave to introduce a Bill entitled an Act to continue and amend the Increase of Rent and Mortgage Interest (Restrictions) Acts, 1923 to 1928.

Mr. Byrne: May I ask the Minister when the Bill embodying the re commendations contained in the Report of the Town Tenants Commission will be introduced? I presume that this Bill is only an extension of the Rent Restrictions Acts. As the Minister knows, there has been a good deal of forestalling going on at present with regard to business premises in the City of Dublin, and the Commission has reported on that.

An Ceann Comhairle: The only statement which the Deputy can make on this motion is a statement against the introduction of the Bill. I will, however, let him ask a question.

Mr. Byrne: I realise that I am in the hands of the Minister entirely.

An Ceann Comhairle: The difficulty is that the Minister and the Deputy are in my hands entirely.

Mr. Byrne: If I am in your hands I believe I am in better hands than those of the Minister. The question I want to ask the Minister is, when will the Bill embodying the recommendations of the Town Tenants [698] Commission with regard to business premises be introduced? It is considerably overdue.

Mr. Fitzgerald-Kenney: I cannot at present fix a definite date for the introduction of the Bill. All I can say is that it is in course of preparation.
